Quest Archive Shuttle is a migration tool, not an archiving product. It exists to get email data out of legacy archives, Enterprise Vault, Metalogix, and assorted PST stores on shared drives, and into Microsoft 365 in a form the tenant can actually own. If you are looking for an active archiving platform for current Exchange traffic, you want Quest Archive Manager for Exchange, which is a separate product on a separate page. Archive Shuttle is the cleanup track that runs ahead of a tenant move.
Most LeadThem clients reach Archive Shuttle the same way: a merger, divestiture, or planned Microsoft 365 cutover surfaces a decade of legacy archive data that has to be consolidated before the tenant migration can start. Archive Shuttle is the tool that handles that consolidation. It is a component of Quest Secure Migration within the Quest Security Management Platform, and it pairs naturally with Quest On Demand Migration on the tenant side of the project.

A Microsoft 365 tenant cutover does not absorb a legacy Enterprise Vault environment by itself. Quest On Demand Migration moves the live mailbox, OneDrive, SharePoint, and Teams workloads. Archive Shuttle handles the parallel problem of getting historical archive data into the same tenant so users do not lose access to a decade of email after cutover. On most engagements the two tracks run in parallel: ODM on the live workload, Archive Shuttle on the legacy archive consolidation, both feeding the same Microsoft 365 destination.
Quest Archive Manager for Exchange is an active archiving product. It captures and stores Exchange email on an ongoing basis. Archive Shuttle is a one-way migration tool that retires legacy archives by moving their contents into Microsoft 365 and then leaves the field. If your project is about standing up a long-term archive, you want Archive Manager. If your project is about getting rid of a legacy archive and consolidating into Microsoft 365, you want Archive Shuttle.
